If you figure out the secret to getting students to read our comments and feedback to them, please let me know! I've considered adding in a "you'll get 'x' extra points if you email me with the following word 'xxxx'" just to see who reads them. I haven't gone to that extreme, but it has crossed my mind.
I have found that if an activity is connected to points, there is a much better chance that the student will complete it. I also have activities where they will not have any work graded going forward unless something is completed first.
